The Energy Services Program assists participating households in New Orleans to maintain affordable, continuous, and safe home energy, while lowering their energy burdens. The Energy Services Program helps pay home utility cost. Households with the highest energy cost receive the greatest benefit. Both, homeowners and renters may qualify.
LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)
LIHEAP is the energy assistance program that provides eligible low-income households with help paying their utility bills. Benefits are based on several conditions including, total household income, the number of people living in the home, the cost of the utility bill, and whether the applicant receives a utility allowance. Currently eligible applicants in Louisiana may receive up to three (3) separate benefits per year depending on each applicant’s circumstances. Applications are accepted on a first come, first served basis with special attention given to households with members over 60 years of age, household members with disabilities and households with children age five and under.
HOW TO OBTAIN SERVICE
Crisis Service – LIHEAPIf you have a disconnect notice from Entergy, you may qualify for Crisis Service. This service is available only once ever twelve (12) months.  Please note that we are limited to the first thirty (30) applicants per day. It is advised that you come as early as possible because some days we reach our limit by 9:30AM. You must have a disconnect notice for this walk up service.
Non- Crisis Service – LIHEAP

If you do not have a disconnect notice, you may still qualify for assistance. This service is limited to once every six (6) months.  You must obtain an appointment for this service by calling 504-324-8609.

WEATHERIZATION ASSISTANCE PROGRAM
This program was designed to assist low-income households with their cooling or heating bills by providing home energy and efficiency services. After a household is determined to be eligible, a certified Louisiana Weatherization Auditor completes an inspection of the home for energy, health and safety concerns. Work will be done by local licensed and insured contractors at no cost to the occupants. Typical work included air sealing, attic and/or sidewall insulation, weather-stripping and/or minor repairs associated with the weatherization work. All Work receives a thorough Quality Control Inspection by the agency’s Energy Auditor. Households with incomes up to 200% of the poverty level are eligible. Due to limited funding, priority points are awarded to households with members who are elderly, disabled, and/or have children under the age of five. Households with exceptionally high energy bills may also receive priority service. Tenants with landlord approval as well as homeowners are eligible.
ENERGY CONSERVATION AND WEATHERIZATION WORKSHOPS
TCA provides “How to Energy Conservation Clinics and “How to Weatherization Conservation Clinics” and other multimedia resources weekly to low income households to assist in lowering the family’s energy consumption.
